Look what he did to Job. Where were Job's civil rights in that mess?
What bout all the people he drowned? Where were their civil rights.
And how about these folks?

Anyone who says that character isn't a dictator is full of ****.
"Do what I say or you'll burn for all eternity."
Just from that sentence, you can see that the guy is a dictator. As well as a dick.

21 When Samuel heard all that the people said, he repeated it before the LORD. 22 The LORD answered, “Listen to them and give them a king.”
