i would soak it with warm soapy water and vac it up should do the trick...i used to be a detailer and it actually works quite well

With it being dried you will have to put a very damp cloth on it for a few hours to rehydrate it, and blotting with wet cloths will get some of it. I agree with Nathan - a vacuum is going to be best when you get it softened.
