You are correct that the APA charges an annual $25 membership fee. Our League Operator charges $35 per team per 5 game match or $7 for each person that plays, and a portion of that goes to the home office, the travel fund for teams and individuals that go to Las Vegas to play in the Nationals, and for operating expenses. Some League Operators charge more and contribute the additional income to trophies, patches, tournaments, qualifier events, etc. and there are some LO's that simply pocket the extra money. You should contact your League Operator and inquire as to exactly what they charge per person to play their match.

Just to add to what life_lover said:
Yes, it's $25 a year, plus $7 a night per person for the match. It's not really $7 a person though, it's $35 a night for the team. Teams can split up who pays however they want.
And that's for just 8 Ball or just 9 Ball. We have a mixed league where everyone plays a match of 8 Ball and a match of 9 Ball and the team must pay $50 a night (instead of the $70 you would pay if you did them separately). That means if you played both 8 Ball and 9 Ball on a given night, it would be $10 per person.
Another thing to keep in mind is that the bar or pool hall is not required to allow you to play for free. So you may be required to pay for each game, or an hourly rate. Most places let you play for free in my experience, but it is not required. If you're getting charged $10 a night and aren't playing a double match (8 and 9 Ball), it's possible that $3 is going to greens fees for the time at the tables.
Of course, if you are concerned, you can always talk to your league operators. If you're paying $10 a night and aren't playing double matches, you could tell them you heard that most people only pay $7 a night and ask what the extra $3 is for.
Good luck and have fun.
