1998 Ford Escort 2..0 EGR vacuum regulator not working?

The EGR vacuum regulator will not work. I have replaced it a number of times. The leads going into it are hot and the wire coming out of it are hot. but there is still no vacuum at 1500 RPM or more. Can anyone help or have any thought on what I need to do to make this regulator work?

    I'd consider looking at the computer if I was you. Get a code reader and clear the codes again and reset the memory, even if there are no codes. Then on top of that, I would disconnect the positive battery connection for at least 10 minutes and let all the memory erase. Then try again. The EGR system should be back on line.

    the line that goes to the valve take it off and see if it,s clogged up. if it,s a electric valve then check to see if any juice going to it.
