The Afghans are being trained to fight their own fellow Afghans who are Taliban leaders who want to take over all of the government. They are not being trained to work for the U.S. They are supposed to prevent their country from another takeover of religious fundamentalists.

They have a very small police force in Afghanistan. So their Army will be more of a protection force inside their country. Most countries are not like the US, where we have our Army outside our borders most of the time. An Army was originally created to protect a country from the inside, to protect it's borders from intruders and internal threats.
