Canadian Experience Class Visa vs. Student Visa?

I want to immigrate to Canada from the U.S. in order to live with my Canadian fiance. However, he cannot afford to sponsor me via a Family Visa. I've been rejected twice from Canadian-based graduate schools and now I want to try to earn a second undergrad degree from a Canadian university in order to both improve my chances of finding my dream job and take the first step toward Canadian immigration. I know about the Experience Class visa and I want to try to get one. But first I need the initial student visa in order to even study in Canada. The problem is the interview I am required to take prior to getting the student visa. If I don't actually plan to return to my home country after I finish my studies, but instead want to try and obtain an experience class visa, what do I tell the immigration officer?

You apply to the college or university. When you are accepted you use the acceptance letter to apply for a student visa. Do you know about high tuition fees for international students, and the limits on work?

You are expected to tell the truth.
