Having Problems with my Landlord?

Who do i call to come in and take a look at my bathroom so that i can force my landlord to make repairs? i would assume its code enforcement but i dont know. i live in connecticut.

the problems i am having is that brown liquid started to come up from the rolled linoleum on the floor. i notified my landlord about the problem April 10th. She told us she would start repairs when we left for north carolina. We left to visit family April 22nd and came home april 29th. when we came home all they did was cut the linoleum out around the toilet and put in a new wax ring in the toilet. after they did that they nailed down a mat over the cut linoleum and left it that way.

what she told us while we were out of state was that a plumber came and looked at everything and said the floor would need a few days to dry out before a new floor could be put down ( There was also 3 layers of linoleum under the top layer of it.)

It is now May 15th and they haven't done anything else to fix the problem. Her excuse is that she is waiting for us to be out of the house for a few days so she can fix the floor.

I emailed her today asking when the floor would be fixed because I was worried that mold might start to grow, and since i have a 3 yr old daughter and am 8 months pregnant, i am worried about the problems with could cause to our health. All i got back was an attitude that she doesnt appreciate my tone and will no longer be speaking with me about anything having to do with the apartment, she will speak to my husband.She basically said it was our fault without directly saying it, telling us we "let" this happen. We did not notice a single problem until we started seeing the brown water coming from under the linoleum and we notified her immediately.She again stated she is waiting until we are out of the house for a few days. I told her that we wont be away from the house until i give birth in July, and even then, my mother in law will be over while i am in the hospital to help take care of our oldest daughter.

I am starting to feel like this issue is never going to get fixed, so i am looking into who i must call in order to have them enforce her responsibilities as a landlord.

    You should be able to call your local health department...it's a health hazard and dangerous living conditions.

    The odds are she does not have to fix it. Sorry.

    If the "brown fluid" is sewage she has to repair it, the health department would enforce that for you. Some places call them "envoronmental health", making it sort of confusing if you don't deal with them all of the time.

    If the fluid is not sewage no one else will get involved. It coudl be rusty water, you are not being very clear.

    It may help you find the right person. There is a few manuals there with numbers. If you are not sure who to contact call one and they should be able to direct you to the right people.
