Should Nurses follow policy or protocol?

I heard someone say that nurses in my hospital can only stick a patient twice (for an IV) then they need to get someone else. Someone told me that "it's basic protocol but NOT a stated POLICY that a nurse can only stick a patient twice."

Does that make sence? I always thought they were 2 very different things, and IV sticks wouldn't be part of a hospital policy anyways, more like the policy is for nurses to follow their nursing protocols, and there protocols state no more than 2 sticks. Am I wrong? Can you explain it? Is it more important to follow protocol or policy?

    Follow all the rules no matter what they are called. I only let a person who is trying to draw blood stick me once.

    You're forgetting something important:

    How would you like to be the defendant in a malpractice case, on the stand, when the attorney asks why you didn't follow that rule?
