This is true. It's called Göbekli Tepe and it's been dated to 12,000 years ago.

There are evidences of human settlements around this period but to identify them as independent civilisations requires more evidence. We may presume that Civilisations like, Cretan, Mesopotamian, Greek, Chinese and Indian could not have reached their known level without efforts made around 8000 years ago. Nothing can be built in a day.
