Is there a record of the Council of Nicea proceedings?
I know there are two generalized accounts but are there actual "minutes" of the proceedings, if not made public, then at least in the Vatican library?

Who knows. Email the Vatican. They have a WEB Site.

While many Bishops could read and write Latin, the physical writing was a long and hard process with the technologies available at the time (meaning, an inkwell, a quill and your own hand). It would be virtually impossible to record the minutes of such a large council. I'm afraid that something so detailed as what you are looking for more than likely doesn't, and can't, exist.
However, given the wealth of information available on what this ecumenical council achieved, I think you can get an idea of what occurred.
