Is there any pokemon in Sinnoh which can use Cut, Rock Smash, Rock climb and maybe Surf?
I have Pearl version and its hard to look for a pokemon, especially a Water type (excluding Empoleon) like that. I've been trying to persuade my brother to trade me one from Kanto (he can migrate it) but chances are he will not.
Bibarel cannot learn Cut. I've tried that already. but it is a good hm pokemon that can learn rock smash, rock climb, surf and waterfall. i need a pokemon that can learn cut as well

Raise a Magikarp into a Gyarados <-- that's the most common answer
