Medicare/Medi-Cal question?
Do we pay into Medicare by part in what is deducted from our paychecks throughout our lives and how are the amounts of our premiums decided?
Also, as i understand it, Medi-Cal is for those not able to afford insurance. Do those using Medi-Cal owe co-pays for doctor visits and surgery?

Your payroll deductions are for Part A of Medicare. Part B is paid by the person using the program and the Dept of HHS. That costs most people $99 a month plus $150 a month for the supplement (excluding non-resident seniors and high-income individuals). Add your Part D drug plan. There are co-payments, co-insurance, and annual deductibles for Parts A, B and D. 80% of costs are covered by Medicare.
If you have full Medi-Cal it covers all services. However most private providers dont take Medi-Cal so you have to go to a county or city clinic. If you have a share of cost as I do, you must pay your share of cost for any month you want services. My share of cost (deductible) is so high I cant even use Medi-Cal. It is half of my income.
You can have both Medicare and Medi-Cal if you are low income, that means under $928 a month in Calif. If you have only Medicare you are responsible for the uncovered charges. If you go with an Advantage Medicare plan you dont have to buy a Part D plan.
If you get full Medi-Cal, the state pays your Part B premiums AND it pays the 20% of medicals bills that is not covered under Medicare because Medicare covers only up to 80% of medical costs.
