Well, it might be called a "Cigar" lighter, which is what it actually is rather than a Gigar lighter....
Sometimes called a 12v accessory socket on more modern cars.

I have seen that device included with the radio fuse in the past. Check that one out.

yes it is possible - if it has the plastic blade type fuses you could remove it and hold it up to the light and can see if the fuse is still in one piece - make sure you replace it with one of the same rating - or colour
