A/c not working properly after storm?
The outside unit will not come completely on. It's starting with a buzzing noise as it would usually do then cuts off and tries again a few seconds later. What could the issue? I want to have some knowledge before calling the repair person.

I think the starting capacitor is fried, if not the motor.

Yep,... the DRC (dual run capacitor) has been surged and fried.
Its done for tonight. It will not do anything until its repaired.
