I want to learn LINUX and wanted to know if anybody had any suggestions on what i should get. I read that many people are using Fedora i know it is a popular choice but I'm not sure if it is a good option. I want to be able to learn LINUX as wall as have a positive experience with the environment while surfing, or using it for productivity.

If you just want to USE Linux then any beginner-oriented distro will do: the various Ubuntus, Linux Mint, Zorin, Pinguy, PCLinuxOS, Mandriva, Mageia, MEPIS.

But for LEARNING? Debian, Slackware, Gentoo, Arch. Fedora would be a nice middle-ground, as it does require more "hands on" work getting it configured the way you want, while still providing enough GUI tools you won't be totally lost at sea. The beginner distros listed at top require little-to-no post installation set up, so your opportunities to really dig in deep and "learn Linux" are somewhat limited.

If you want to really jump in off the deep-end, look at Slackware or Gentoo; Debian is pretty straightforward, and is the base for literally hundreds of distros, including the popular Ubuntu family.

Beginners are usually recommended to use:

    Ubuntu http://www.ubuntu.com/

    or Linux Mint http://linuxmint.com/

Part of the fun of Linux is trying different "distros" as they are known to see how they differ and which you prefer, because ultimately which distro is right for you depends upon personal preference. I use Debian, but I started with Ubuntu. (Ubuntu is a derivative of Debian that is designed to be easy for beginners).

Hope this is a help and hope you give Linux a go and enjoy using it like I do.
