why won't Instrument panel lights light up on 1970 Ford Torino?

Hey guys, I have a 1970 Ford Torino and I am wondering if you guys could help me figure out why the Instrument lights won't light up when i turn my headlights on. (speedometer lights, P-R-N-D-2-1 lights, Warning lights (Oil, Alt, Brakes, etc) nothing lights up, the dimmer is up as high as it'll go. They used to light up fine, but now they don't. I've checked the fuses, light bulbs, wiring. but its all good. Is there something I'm missing. Please help. It would be hard to drive at night if i don't know how fast im going. Thanks in advance. If you need more info just ask.

Update:

Yes i did turn the knob on the light switch but it doesn't do anything.
