why wont my pro comp shocks expand?

I got some slightly used shocks off craigslist and they appear to be just that, SLIGHTLY used and in good shape. However, they do not expand, i had to pull them out, it also was not that tough to push them back in. They just spin if i turn the ends. I heard one mechanic say that that is normal, but then how does it work? thanks

    Some shocks are like that. If they are not gas charged then they don't expand.

    Have some Koni, they didn't expand either.
