divde 21 11/16" (of an inch) by 2. like if you pulled a tape measure on a piece of wood and it was 21 11/16",how would you divide it by 2? please show a step by step process if possible

Make it an improper fraction. The improper version of the mixed number 21 11/16 can be found by following these steps:
21 11/16 = 21 × 16 + 11 / 16 = 347/16
then divide this fraction by two
347/2= 173.5
16/2=8
now you have a complex improper fraction, which you must convert back to a mixed number.
The result is 7 and 11.5/18
edit: convert the 18 to 16 since your tape measurer counts by sixteenths.
