Weightlifting question about chest size?

How long until my chest is the same size as it is pumped up? Also my friend's say that everyone thinks there chest size should be bigger because of psychological reasons. Is that true? I'm a 5-10 male with a 38 size chest if that makes an difference for the first question.

    By pumped up I assume you mean about an extra inch or so.. And also having that rock hard pumped look only happens in the gym.. Most guys you see on tv pump up before a shirtless scene.. but anyways An inch or so? Prolly a month or 2 if you are beginner ..Or if you have been lifting a long time maybe 4 months
