Because the UN needs to get the consent of all the core members, and often China and Russia will not agree. China has a history of making decisions not for the good of others but for its own personal gain, which is problematic. In addition, the decision-making often takes decades so not many countries will take their problems to the UN. It not only wastes money but also time.
