The rationale is that it keeps long-term interest rates down (that part, at least is true), which will spur investment in things like housing and business expansion (that part is less certain), which in turn creates employment. Part of the reasoning is that by lowering the return on savings and bonds, companies will be less likely to sit on free cash and more likely to re-invest in their core businesses where they might see better returns.
