You have this a little backwards. During Vietnam the federal government told Romney he didn't have to join the military because Romney was given a high draft number.

Romney also got deferments for I-S - Student deferred by law until graduation and IV-D - Minister of religion or divinity student. Both of these things happened because the federal government granted the deferments, not because God granted them.
