From my understanding, there aren't many foreign exchange student programs for high schoolers in Korea. However, there are quite a few programs at a university level. You should probably wait until you go to college.
Many Korean universities have official relationships with universities around the world. Once you become a university student, you can visit the school's "office of internation affair" and check if they have any sister schools in Korea. Most well-known universities in the US would have at least one sister university in Korea and you can apply for an exchange student program.

I currently can't answer the exchange program question cause I'm trying to get info on that too but I can help with learning Korean
If you want to learn Korean there are lots of online programs that are free~ A few Koreans also give Korean lessons on youtube. Listening to K-pop and looking up the lyrics can help.
The best you tuber so far for Korean lessons is KOREANLESSONS

Good luck~

From what I can find, there are very few Korea study abroad programs aimed at high school students and most of them are in the summer.
There are far better options available in college. If you're thinking this far ahead, you could easily study abroad the second semester of your freshman year or your entire sophomore year.
