Are 14 month old babies supposed to be talking yet?

I have a baby niece who will be 14 months old on December 4th, anyway I have not heard her say her first word yet and all she does is babble nonsense words like dukka dukka dukka and I am like wtf??? I am just wondering why she hasnt said mama or daddy yet. Her mom claims that she heard her say her first word but each time the babies parents bring her over to my families house she doesnt say anything but she babbles.

Its normal some baby are slower than others but when she goes to ur family house keep talking to her so she could try to repeat the words its helped my nephew learn how to talk

They should have at least 5 words that they use. But my son (15 months) says all sorts of things at home "yes, no, thank you, hi, bye, juice, mommy, daddy, nana, pa pa, stinky, stop it" but he doesn't talk to the people at his daycare. It's possible that she DOES talk to her mother, but not to you or other people because she isn't as comfortable.
