Is holding myself up on a chin up bar for ~15 seconds a decent substitute for actual chin ups?
I struggle to do any more than 3 chin ups at a time, so I was wondering if doing a stationary hold, with my arms at 90 degrees, would help to increase my bicep strength until I am able to do more chin up reps?

nope, there is value in the movement, different parts of the muscle get worked as you make the movement. It makes the entire muscle stronger, not just one region.
