The one that's job is to spend our money. Somehow they always manage to find a way to do it.

None. By its nature, government is motivated by mandate rather than competition. So efficiency is second to political correctness in its fantasy world. No reasonable person would ever ask the government to perform a function unless it was impossible to find a private enterprise to do it.
