Why were Marines' guns disabled on USA's Inauguration Day?

Bolts are missing from rifles, of those marching.

Update:

I was told this is the first Presidential Inauguration that Marines marching were disarmed.

    Because they had direct access to the First Family. This is common practice even in theaters of war when either POTUS, or VPOTUS makes an appearance. However it is usually just done by taking the bolts and placing them in the service members own pocket.
