Has a (R) President ever proposed a spending cut in their State of the Union Address?

Obama is taking some slack this morning for not outlining any spending cuts. Just seeing if anyone should have expected anything different.

Update:

"Obama has doubled the outstanding debt"

Reagan tripled it - and you didn't address my question.

    Obama and the Democrats promised spending cuts last year in exchange for raising the debt ceiling. They've proposed another raise, but they have not proposed any of those cuts.

    Possibly.

    But NO Republican President in the last 33 years has submitted a balanced budget OR a budget which cut spending from the previous year. NONE.

    - a blatant LIE from Damon. Typical conservative dishonesty. US debt was about $10 T when Obama took office and is now at $16 T. NOT doubled, not even close. It fact, debt was doubled under DUBYA - from 5 T to 10 T.
