Yes. Canada's living proof of that:

In 2012, one US city alone had 500 homicides: Chicago, Illinois.

In 2011, the ENTIRE NATION of Canada (pop. 35 million) had 598 homicides.

When that article was written, Canada held 8th place.
For the 2012 rankings, Canada's moved up to 4th.
Lastly, a word about guns.
Contrary to US myth, Canada has guns and millions of them.
Of 190+ countries in the world, Canada has the 13th highest rate of civilian gun ownership.
What's legal in Canada is basically everything:
Heavy machine guns - http://www.marstar.ca/dynamic/category.jsp?catid=7...

Canada even has guns that Americans are prohibited from owning:

That not even counting all the "normal" guns like hunting rifles and shotguns.
So any argument that Canadians don't have the firepower to blast one another with like Americans do is nonsense.
Canada's low crime rates only goes to show that educated people know better to do better.

Yes. And the only way to do that would be through competition in the educational system, instead of this government monopoly. Competition always reduces costs and increases quality and innovation.

YOU WANT TO IMPROVE OUR PUBLIC EDUCATION SYSTEM, ASSIGN THE SCHOOL MONEY TO THE CHILD AND NOT TO THE SCHOOL

Statistically, it would help, but not as much as a better economy.
Educating people who are unable to find work when they finish school, just creates smarter criminals.

Not really. If the educational system were better, a ton more would be kicked out of school and into the streets.
Crime rates would decrease if: no-fault divorce was abolished, particularly when the couple has kids, if convicted murderers and other seriously violent criminals were routinely executed, if more responsible citizens were armed, and if NASA would build prisons in orbit.

It's worth a shot. I don't think either can happen until parents get their acts together and start focusing on their kids.
