Does the type of computer effect video quality and editing?

So I have a TOSHIBA Satellite L745. I use a GoPro Hero 2 to film. I use cineform to put clips on my PC. The footage just doesn't look as good as others raw clips. So is it the case of color grading to fix the quality, or is my PC effecting the quality. By the way, should I record in 1080p 30fps, or 720p 60fps. I record in 720p mostly.

    No, the computer does not make a difference.

    A faster computer will give you a better preview and will render the video more quickly.

    The quality is dependent on the camera and the software used for rendering.
