what does the spanish phrase "¿Está bien que el Estado dé Viagra?" mean?

I believe this translates to "Is it good that the state gives Viagra?" Am I correct? If I am correct, why is the subjective form of Dar given in this case?

    That is the correct translation, 'gives' or 'hands out'. It is subjunctive because the phrase "Está bien que" provokes the use of the subjunctive in this sense.

    Ser/Estar + Adjective+ que - These formations require the subjunctive when making a personal

    Adverb observation or opinion, in this case "Is it ok that?" personal opinion.

    They take the indicative when you are just declaring fact.
