Jerusalem, as it is still relevant. Land of hope and glory sings the praises of an empire that no longer exists ('wider still and wider shall thy bounds be set' - I don't think so) and it explicitly sings of a 'god who made thee mighty' - not really ideal for a supposedly secular state. Rule Britannia is even more outdated.
Jerusalem asks rhetorical questions of god, so doesn't mention one specifically - 'did those feet in ancient time?' maybe, maybe not. It sings of a struggle to make a better world - 'I will not cease in mental fight, nor shall my sword sleep in my hand, till we have built Jerusalem [i.e Utopia]', and most importantly it sings of 'England's green and pleasant land', not Britain, so it's a true English anthem.
God save the queen would be better if only it was played how it was supposed to be originally, a reasonably fast galliard, not a slow march. 60 or 52 beats per minute is like a dirge!

God save the Queen is still fine for me. Failing that maybe Land of hope and glory.
I'm not sufficiently small world tribalistic to really be that bothered
