Do I have to register a new born baby with the council or will they find out from birth registration services?
Will I have to let my local council / local authorities know I have a new baby living with us or will they know automatically from looking at the birth records or will the birth registration department/people inform the council ?

Councils have better things to do than search the registry every day for new baby names and even then they won't know where the baby is living!!!
So yes go and register you baby as normal but YOU need to inform the council and HMRC for your benefits and information to be updated

You will have a letter from the Hospital which you take to the registry office.
There you register your new born.
Did you know its obligatory to do so, did you also know that's when you officially sign over your child to the state, by law.
A Birth certificate is only proof that your new born will now became the property of the state and you the parents are merely keepers of their child until the age of 18.
And we try to fool ourselves we are free.
So enjoy this weekend with your little baby as it will be the only time you will have when your child isn't turned into a corporation owned by the State.

To add insult to enslavement at the bottom of the Birth Certificate is printed:
THIS CERTIFICATE IS NOT PROOF OF IDENTITY.
If a birth certificate isn't proof of identity then what the hell is it.
