This really should be evaluated by the vet. A lot of things can cause what you are seeing. My concern is that since you were at the beach yesterday and this just started that perhaps he ingested something at the beach that is not settling right. If he was in the water he might have swallowed some of it - perhaps ate something that was on the beach and ingested some sand which can really irritate the stomach and intestines. The coughing and intense sensitivity on picking him up is also a concern.
It sounds as if he is in pain from something - it is worth telling your vet about and an exam will hopefully indicate the problem. If you can please have him seen as soon as you can.

With out seeing the puke one can not tell -a vet check would be best - & they will want to see or a get a detailed description of the puke also
If a dog occasionally gets ill its ok -- once a moth or less -- but idealy it should be clear bile --
My dog started bringing up white foamy / non clear thick liquid -- which basically bile / stomach lining - due to medical issues going on --- if its not clear liqids I'd definattly visit a vet to be safe ... ask to check out the stomach specifically - vets visits are noyt cheap some offer payment plans - so also inquire about that - if a god sleeps excessivly its a sign something isnt right - als Ice cold water is more appealing to ill people / animal do not allow him / het to drink alot in one time as this can trigger more stomach upset give some water - hold bowl - after a bit remove & re water dog 20 or so mins later continu -- dehydration is a huge risk to animals --

I would suggest taking your dog to the vet. As a groomer I know some small dogs tend to vomit white foam if they are nervous and have an empty stomach. However if your dog is vomiting within a stress free home environment and refusing water he needs to see a vet.
I have to say I don't understand why people get so critical on here. If these people didn't want to help their pets they wouldn't care enough to ask. It's about the dogs not your egos.

Yellow bile or white foamy vomit can be a sign of an empty stomach with too much acid in it. So if he is eating, but throwing it up, then there could be blockage from something he ate. Is he pooping normally? If not that's another issue right there. You should Really go to a vet because no one on here can accurately diagnose him.

That happened to my dog. You might want to get him checked out. Try to give him more food and water. After 3 days of us making him eat at least treats and saltine crackers he got better.

It's time for a vet check!
Might just be tired out from his day at the beach yesterday.
Do you feed him once a day or twice. It may also be empty stomach if you feed only once. Dogs should eat twice a day.

BICHON FRISE
Sad when people can't even spell their own breed's name correctly. This is not a psychic site, and no one would have any idea what's wrong with your dog. Going to the vet's office, or not, is a decision that has to be made by your parents, not a 13 year old.

Take him to the vets

My dog started coughing up white foam... two days later he died.
Get it checked out.
Edit - thanks for the thumb down. Pretty stupid really. Lets hope it's not the same thing as my dog.
