How long would it take to become fluent with rosetta stone?

I don't mean native speaker fluent, I mean carry one a conversation. I'm asking for a person who does not have the option to go to other countries and can't be convinced to get a tutor, so don't suggest that. I convinced him of language software, and now hes skeptical.

    It will probably take a very long time to actually become fluent. Best case is to get face-to-face or skype lessons with a tutor.

    Probably never. Rosetta Stone just teaches you words and phrases. It doesn't teach you how to come up with your own phrases and sentences or how to structure them properly, and it doesn't teach you the little things necessary to be able to carry on a conversation.

    Rosetta Stone is great, though, as an secondary aid to classes or tutoring.
