Sounds to me like he's just trying to be a little more down to Earth and spread the message that the church is approachable.

He seems to truly believe in human kindness and salvation- with his choices to live very poorly and try to help people- the feet washing thing is an old tradition, it's a sign of caring and respect for other people who are down on their luck. I think the prisoners are often seen as evil people and maybe he wanted to express that making mistakes happens, and forgiveness is important too.

He is the pope of the church, he is the pope of the world. Thus muslims are part of the world which he is serving.

John 13:4-5 ''He riseth from supper, and layeth aside his garments, and having taken a towel, girded himself. [5] After that, he putteth water into a basin, and began to wash the feet of the disciples, and to wipe them with the towel wherewith he was girded.''
He's following the tradition of Jesus.
''For all the law is fulfilled in one word: Thou shalt love thy neighbour as thyself.'' [Galatians 5:14]
Note that the verse doesn't say ''Thou shalt love thy neighbour as thyself (but only if they share the same beliefs as you).''
