You can't, there aren't any sites that will 'unblock' a site. You will have to find a way to disable the proxy server on you computer, which is very unlikely seeing as your not an administrator.

Free VPN's and proxies are used to hack your computer and steal your personal information. Really not worth it. Pay some money or you will be on here soon asking how to get rid of the malware on your computer and asking how your accounts were hacked.

That'll be a proxy server. However, most common ones are blocked by colleges as well, so you can't use them to get around their blocks. You'd need to do some digging and find one that works for your network. I hope this helps.
