discriminate means to set apart
to discriminat positively on racial grounds would be what "Affirmative Action" does
it is meant to swing the advantage to the favor of those, against whom the odds are already stacked by other factors. to even theings out a bit.
traditional discrimination is negative
the positive is meant to cancel out the negative
