Why would a movie be playing in one country and not another?

Aftershock just hit American theatres, but it's not playing in Canada as far as I can tell. IT's available in the american itunes store, and not the Canadian one.

This is especially bizarre because it played at TIFF in Toronto last year.

    If a movie hasn't done particularly well at the box office in one country then sometimes the production company doesn't try to sell it there because of costs involved and the loses they make. Other times if it has performed poorly then many cinema's won't buy rights to show it. Other reasons can be down to a different market or a smaller market that would again mean loses. For example the film Beastly in England was only shown at a certain chain of cinema's as it didn't do very well in box office abroad.
