Structural body adhesive over rust?

You can use Muriatic Acid (available @ Home Depot in gallon jug)...use a paint brush to apply....it will turn green and fizzle when it reacts with rust, use a wire brush to agitate....when it no longer turns green, then rust is gone. BE ADVISED, THE FUMES ARE DEADLY, DO NOT BREATH THEM!!! Rinse extremely well with water to neutralize acid.

If worried about Muriatic Acid, go to an auto paint store and buy PPG metal etch, it has phosphoric acid which is harmless, secure a rag soaked with it to rust areas,,,,you have to let it sit a good while and work.....just do not let it dry out, remove periodically and wire brush...rinse well with water to neutralize....Note: the finished metal will have a gold color, that is normal and is not rust...

When clamping, do not squeeze real tight, you do not want to push all the adhesive out....you will need an assortment of Vise Grips to clamp rocker into position, how many depends on the job..you can even use small sheet metal screws to hold sections together....the holes can be filled before painting...
