How could someone become a "fan" of a real life serial killer?
I'm not trying to push my views on anyone I simply don't understand why people would ever make a fan club for a homicidal maniac- a person who, if given the chance might just kill them too. Why? What's the point? Do they admire them for doing what they would like to do?

maybe because in their minds they see themselves.
Can you truthfully say youve never wanted to kill someone (or many people), or seen someone get killed on tv and say "i wish that was soandso". Im sure the thought has crossed your mind but then you probably said something like "no one deserves that"
Well those people are pretty much admiring the serial killer for doing the thing they wish they could do. Also those people are probably weirdos.

Best to avoid all those clubs. Chances are people in the those clubs are mentally unstable and have like-minded views with the killler. I would like to make it illegal to become a fan of a serial killer but that is out of my jurisdiction.

There are two ways. (1) You simply empathize with the killer, despite how much we hate to believe it, there are people out there who ENJOY killing others and even feel like they need to. (2) Sometimes they feel there is some injustice in their conviction. I'm not saying they're right, but some people believe people like Manson were wrongfully convicted.
