Stray/feral cat dying, help please?

I was just about to leave when I spotted an orange-striped cat under my grandpa's truck. When he left, the cat stayed there for a while, hardly recognizing my presence. It seems like it has a lot of trouble meowing. Eventually, it went up the steps to our above-ground pool and actually jumped right in. It would have probably drowned if I hadn't gotten it out with a net (just barely).

Anyway, I've tried giving it both food and water, it won't eat or drink either. I presume it's dying, so what should I do? We live in rural Tennessee, far from a veterinarian, so I doubt it'd even make the trip. Any help would be greatly appreciated.

Update:

I've been trying to feed it tuna, I've also put a water bowl near it. It hasn't touched either.

We have no SPCAs nearby, I don't think that'll help to be honest. I'm sure it's on the brink of death, I just want to help ease the passing if possible.

    I don't think he/she is dying. It more than likely has worms but that's nothing to be alarmed about. I'm not sure where you can get worm medication but it needs it. Worms give cats a raspy meow and in some cases takes away their appetite. Just check the phone book or check online for a place nearby with pet meds. Try a PetSmart or PetMart whatever you have out your way. This cat is feeling pretty lousy it needs to be treated.

    Thanks for caring.

    Does the cat walk normally? can you pet it? if so, take a look at the skin and the gums and see if there is any yellowing.

    Don't know what you are trying to feed it. or if it is just scared or not hungry

    If you don't have canned food, try plain meat like turkey or chicken or even ham, try tuna especially the tuna juice, if you have canned try warming it up a bit and sprinkling some parmesan cheese on it for the smell

    What are you trying to feed it?

    Call the SPCA, they'll come to you to provide care for the animal. If the cat is really bad, they'll rehabilitate it.
