Can the President/ a Governor cut spending through an executive order?

    The last two presidents have shown there is no limit on executive power.

    In all seriousness, their true power should be to VETO the spending bills and budgets that overspend. They can make it clear what they want (lower spending) and that they will veto anything that doesn't reduce spending by X%. That sets a clear outline for congress to reduce spending -- or else.
