The penis does get slightly larger and longer just before ejaculation. I'm not sure you could notice it, unless you're giving him a hand job then you might. It's due to a sudden rush of blood to the penis, caused by a slight convulsion of the testicles, just before emitting the semen.

The maximum erection occurs just prior to orgasm in men. It might be a bit larger from that.

That is likely the peak of his arousal. The more he is aroused, the more blood that will be going there, and the larger it will get.
