Its because bad people often have an agenda in their minds, and to have money when others don't maybe as an example, and often to spread their ideas. This in turn gives them the energy to push themselves to the top where they can fulfil their agendas (they have to get to the top to fulfil their plans in a position of earthly power). If they want something that badly they will always find a way of getting it. Also, they get help from other like-minded people with similar agendas who want to see the bad ones at the top.
Good people are fair people and aren't able to get through the thorny mess that the bad ones leave behind them.

They often are the shrewdest with the most ambition compared to other people. Good people usually tend to be content with lowly positions in society (i.e. simple office worker). The wicked are usually those who have intentions to attain higher than average positions in society, and the would use virtually any and all means at their disposal to get there. The good (for the most part) practice modesty and moderation; that's not applicable when attempting to raise your status. There lies the weakness of the virtuous; the good tend to be "too good," thus compromising themselves in some way which can lead stagnation in terms of rising through the levels of society. One can always argue how the good shall always triumph over the bad. However, to be able to effectively spread that good requires intense ambition and will, something virtually all good people lack, and is something that virtually all wicked harbor within themselves.
There is also corruption. Those that are good, who are in high-authority positions, tend to be tempted and (oftentimes, succumb) to the greed and selfishness that comes with great power. With great power comes great responsibility, and not all good people have that responsibility, no matter their initial intentions.
Finally, there are the misunderstood people. Many times, situations become those which forces the decision to be, "Which choice is the lesser evil?" In those cases, the choices that the decision-makes decide on will be ridiculed and scorned by society (simplistic and stupid as it is), as there is no possible way that the media would ever know the ENTIRE STORY of a certain situation. Not all know this however, and thus, the good people who had to make these extremely unfair and difficult decisions are painted as one those you refer to as, "wicked." Catch-22 scenarios do exist in our world, and with our society and political situations ever-changing, it is more real than ever. For example, our government. Those who scorn our government for inaction, or excessive military spending, are especially naive considering they only know the bare surface of whatever they learned. There is absolutely no way we (the public) would ever know all details of a specific oddity (excessive spending, trading with illegal groups, etc.) The best we could do is trust in our government to do the right things, no matter how bad they may seem to be. Oftentimes, the seemingly cruel options one takes, tend to have better long-term effects then the seemingly benevolent choices.

It is because people of good mind do not use their power to choose a good leader. Consider this:
"Both the lord and the leader are to be chosen
because of their righteousness.
These two appointments are made with good mind
so that acts of life are done for the Wise One,
and the dominion of God is well established,
in which the chosen person becomes the rehabilitator
of the rightful who are oppressed."
It is an important part of the Zoroastrian Scripture. Most of what you read will be copied off the website in the sources, but just think: if we could take that to heart, how much better would the world be?
"It may be noted that the term "lord" used here does not convey the usual English meaning of one who holds a position of arbitrary authority but "the being" who is democratically chosen to a position of trust because of his or her proven righteous record.The only criterion for the choice of such a person is his or her righteous record of competent service.
The choice for the appointments is based on good mind, sound judgment, and discretion.... It is the order in which no one is wrongly oppressed. The chosen lord and leader see that all those who are wrongfully oppressed and have their rights taken away, are fully rehabilitated. The divine dominion has no oppression and therefore, no one as oppressed and impoverished.
This... is a unique formula for a divinely inspired, sound democracy which ensures mental and physical peace and prosperity for all the living beings, including mankind.
The following terms and phrases are worthy of special attention and consideration: The emphasis on "vairyo", to be chosen, worthy of election; "ashaat-cheet hacha", only on account of righteousness, qualified for competency and accuracy; "vangheush manangho", of good mind, based on good thinking; "shyaothananam angheush", acts of life; "Mazdaai", for the Wise One; "khshathrem-chaa Ahuraai aa", the dominion belongs to God; "drigubyo", to the wrongly "restrained", the oppressed righteous; and "dadat vaastaarem", appointed a "rehabilitator", gave a reinstating person."

The more money you get, the more you think you're better than everyone else, the more you care less about humanity as a whole, the more evil you become.
It's not like they are specifically choosing evil people to be in power... it's just that with power and excessive amounts of wealth, it corrupts the heart and mind.
An ideal world is where there is no money, there is no classism, everyone is truly equal. And that can't exist in a monetary system.

It's the way that mankind is wired, his fatal flaw. Survival of the fittest. If you fast forward to the time when resources start to run out in the world, who is going to survive the longest? The mild mannered person who shares and cares, or the individual who can stab you in the back with no remorse, to get to the last crumbs of food?

THEY Lie and Steal and Murder to get what they want, very few righteous people have the strength to withstand evil.
