What does my computer lagg when is not charging but when it is charging it runs smoothly?

Your batteries Power Plan might be set differently when you are charging as oppose to when you aren't.
Right click on your battery symbol in the bottom right, click "Power Options", then adjust the plan accordingly.

because your battery isnt giving enough power to the processors to run the game properly so you have to adjust your power settings
