Maybe he just hates paperwork. My wife came here under a marriage visa, but since she is awesome at doing paperwork and that type of thing, she took care of filling all of it out, scheduling meetings, etc. All I had to do is sign where she said sign, and go with her to the meetings and stuff. So, you need to confront your husband as to why he hasn't done it. Maybe he really just hates paperwork of that sort, and is simply putting it off. Offer to take care of all the paperwork and scheduling INS appointments and tell him all he has to do is sign and show up.

It sounds like he's not that concerned about your status. Why can't you simply file for it and they will contact him to finish the process. You have to take things in your own hands before you find yourself deported. What country are you living in and where are you from.
