I tend to think Zack not Cloud. Because Zack was first, and Cloud tends to remind of Zack.

And she did love Zack first, but it doesn't matter, she loved Cloud in the end. It's pretty obvious from the way that Advent Children happened.

I think she liked Zack (maybe love?) but zack went away and then cloud more or less took over from zack (like in acting like zack) so maybe she loved that kind of personality. So its hard to say if she ever loved cloud. I like to think she did
