If someone graduates law school but does NOT take the bar exam...?

If an individual graduates law school but chooses (for whatever reason) to not take the bar exam, can they still put "J.D" behind their name? Or does each State have different policies on that? Thanks.

People who have earned a J.D. may use it after their names. However, most people who see it will jump to the conclusion that the person took the bar exam and did not pass it.
