A quick history lesson in early air-traffic control?
I think back in the late 30's, air-traffic control at airports consisted of guys on the ground with flags. How would that work for, let's say, asking for and receiving permission to take off? I'm writing a novel based back in 1939, and would appreciate anything you might have.

They would have had very basic radio's/walkie talkie type things, and a lot of sign language
